Melt the butter. Add the marshmallows and stir. Remove from heat, then stir in the cocoa powder, vanilla, and sea salt.

Add the rice krispies and stir to coat. Stir in the chocolate chips and remaining marshmallows.

Transfer the mixture to a prepared pan.

Optionally sprinkle with sea salt or drizzle with melted chocolate. Let cool before cutting into squares and serving.
