Whisk together the flour, sugar, baking powder, cinnamon, and salt. Cut the butter into the mixture and combine.

Whisk together the heavy cream and vanilla extract. Pour the liquid ingredients over the flour mixture and stir. Fold in the raisins.

Form the dough and cut it into triangles, then place the scones in the freezer.

Brush the tops of the scones with heavy cream and sprinkle with cinnamon and sugar. Bake and let cool.
