Whisk together flour, cocoa, and salt. Set aside.

Beat butter. Add sugar and beat. Add egg yolk, milk, and vanilla extract, then beat. Add the dry ingredients to the wet ingredients and mix.

Roll the balls of dough. Roll balls into sprinkles. Place dough balls on a baking sheet.

Bake and let cool. Press chocolate kisses into the center of each cookie.
