Whisk together flour, baking soda, and salt. Set aside.

Cream butter, peanut butter, granulated sugar, and brown sugar. Add egg, milk, and vanilla extract. Beat. Add flour mixture and mix. Wrap dough and chill. Place Hershey’s Kisses in the freezer.

Roll dough into balls. Roll the balls in sugar. Bake.

Press a frozen chocolate kiss into the center of each cookie. Bake and let cool.
