Place the oats in a blender or food processor and blend until smooth.

In a medium bowl, whisk together dry ingredients. Set aside.

In a large bowl, combine wet ingredients. Stir until smooth.

Combine dry and wet ingredients and stir together. Fold in the chocolate chips or nuts, if using.

Spoon batter into prepared muffin cups. Sprinkle turbinado sugar evenly onto the muffins and bake. Remove from oven and let it cool before serving.
